Distribution of rehabilitation services in Finland

If you need rehabilitation because of a workplace accident or occupationally-related disease, or because you have been in a road accident, your accident or motor liability insurance will cover your rehabilitation expenses. VKK’s role is to plan and implement the rehabilitation, as commissioned by the insurance company.

Vocational rehabilitation is also arranged and supported by several other players in Finland, under various provisions in legislation. Pension insurers are responsible for on-the-job vocational rehabilitation. State-funded social security is managed by the Social Insurance Institution of Finland (KELA), which arranges vocational rehabilitation for those who are not entitled to rehabilitation based on pension or on accident or motor liability insurance. The employment administration is responsible for rehabilitation for persons who are unemployed or threatened with unemployment.

Accident and motor liability insurance companies also cover rehabilitation for improving and sustaining functional capability. Health centres and hospital districts are responsible for medical rehabilitation. Medical rehabilitation of severely handicapped individuals is administered by KELA.
